Wants vs. needs: Mayor declines to sign loan agreement

Although Kinston council resolutions traditionally give the mayor the authority to execute loan agreements and other contracts on behalf of the city, Mayor B.J. Murphy decided to remove his name from the resolution passed Monday and transfer that authority to Stevens.  Murphy said that, since the city is “short on cash,” he did not feel comfortable approving a spending measure “for what I consider a want, not a need.”
